A telegram is being sent to Peking by the British
and Chinese Corporation to say that they refuse the
Tientsin-Pukow
terms. As we have agreed with the
French Government that it is most desirable to retain
control over the loan funds, we could not without their
concurrence, approve the acceptance of these terms
which exclude such control.
